Oregon Background Check & Apostille Guide

How to request your Oregon criminal record and have it apostilled for an Ecuador eVISAS application — with the issuing agency, apostille authority, official links, fees, and timing notes.

Steps to request and apostille your record

  1. STEP 1Request Your Background Check

    • Request a 'Copy of Your Own Oregon Record' from Oregon State Police (OSP). This is a fingerprint-based search of the Oregon Computerized Criminal History Repository.
    • Complete the Copy of Own Record Request form, available on the OSP website. You will need to provide: full name, date of birth, social security number, mailing address, telephone number, and email address.
    • The fee is $33.00. Submit payment along with your completed form and a standard fingerprint card.
    • You can get fingerprinted at the OSP Salem office (Monday-Friday, 8 AM - 4:30 PM, first-come first-served) for an additional $30.00, or at a local law enforcement agency.
    • Mail the completed form, fingerprint card, and payment to OSP Criminal Justice Information Services in Salem.
  2. STEP 2Receive Your Results

    • Responses are mailed via U.S. Mail 14 days after the date of processing.
    • Oregon law provides that your record will include: any Oregon conviction record and any Oregon arrest record less than one year old that has not resulted in an acquittal or dismissal.
    • The record covers Oregon state records only. It does not include out-of-state or federal records.
  3. STEP 3Apostille Your Background Check

    • Submit your OSP background check to the Oregon Secretary of State for apostille.
    • The apostille fee is $10.00 per document.
    • Standard processing takes 3 business days.
    • For faster return delivery, you can submit documents via FedEx or UPS. The Secretary of State accepts documents through these carriers.

  4. STEP 4Translate via EcuadorTranslations.com

    • After your background check is apostilled, submit it to EcuadorTranslations.com for certified Spanish translation and notarization.
    • Cost: $150 per document ($130 per document when submitting 3 or more). Price includes notarization.
    • Turnaround: 3 business days.
    • Upload a clear, color scan (300 DPI minimum) of the full apostilled document — including the apostille certificate itself.

Key notes

  • Oregon requires fingerprints for the personal record request — this is not a name-based check. Budget time for fingerprinting.
  • Walk-in fingerprinting at the OSP Salem office costs $30.00 on top of the $33.00 records fee, for a total of $63.00 if done at OSP.
  • Oregon limits what appears on a personal record: only convictions and arrests less than one year old without acquittal/dismissal. Expunged and older non-conviction records are excluded.
  • The 14-day mailing delay after processing means total turnaround from submission to receipt can be 3-4 weeks. Plan ahead.
  • The Oregon Secretary of State accepts documents via FedEx/UPS for faster delivery, which is helpful for time-sensitive visa applications.
